Looking for a way lose the fat around my legs

Im 23yrs. Old female at 5'3 weighing about 126-129. Im working to get To between 110-115. But im not only looking at the pounds....Im Looking to lose the fat around my legs. My legs are a bit bulky and Chunky....
I have a 27" waist but my hips are about 39". I hate them. I've been doing alot of cardio...Step classes, treadmill, stepper, And alot of rollerblading. I've also been using weight machines for My legs. Nothing seems to work.
I would really appreciate it if Anyone has any advice for me. The thing is that i dont want to build My muscles...I want to lose them!! Help!!??!!

Patience - patience, patience.
Have you tried weight training at all? What are you doing food intake wise? Are you dieting along with that exercise you are doing?
At 5'3" your weight should be fine in it's present range. You can't spot reduce your lower body, doing cardio exercise like step and blading are great for overall conditioning, but may or may not have any effect on your legs. Fat disposition is determined by your sex and genetics and you can't do much about those. Losing more weight may only give you a gaunt face, skinny arms and do nothing much for your hips. 39" hips are not particularly huge, but I think you probably think they are because your upper body is small.
Instead of worrying about what you may not be able to do anything about, concentrate on building your upper body, especially shoulder and back width. This will create more balanced physique and your hips will look smaller.
